Improvements for sports editing

I am a sports editor on vine and I could really use some changes.
- make the minimum clip length 0.1 seconds instead of 0.4
- please add effects like swirls,mirroring,coloring,
Shrinking,zooming in etc
- make it so that the effects can be at a certain time not just for the whole movie
